PENGARUH PENDAPATAN ASLI DAERAH (PAD), DANA ALOKASI UMUM (DAU), DAN DANA ALOKASI KHUSUS (DAK) TERHADAP PERTUMBUHAN EKONOMI DAERAH DENGAN BELANJA DAERAH SEBAGAI VARIABEL MODERATING (STUDI EMPIRIS PADA 29 KABUPATEN DAN 9 KOTA DI JAWA TIMUR).
Abstract
Pembangunan ekonomi daerah adalah suatu proses dimana pemerintah daerah dan seluruh komponen masyarakat mengelola berbagai sumber daya yang ada dan membentuk suatu pola kemitraan untuk menciptakan suatu lapangan pekerjaan baru dan merangsang perkembangan kegiatan ekonomi dalam daerah tersebut (Mudrajat, 2004: 110 dalarn Anis setyawati dan Ardi Hamzah; 2007). Pada tahun 2006 silam salah satu kabupaten di Jawa Timur yaitu Kabupaten Sidoarjo mengalami bencana semburan lumpur yang diakibatkan Kebocoran pengeboran gas bumi tersebut dilakukan atas kelalaian Perusahaan Lapindo Brantas. Akibat semburan lumpur tersebut, kehidupan perkeonomian di Kabupaten Sidoarjo mengalami penurunan.
Penelitian ini bertujuan untuk meneliti pengaruh Pendapatan Asli Daerah (PAD), Dana Alokasi Umum (DAU), Dan Dana Alokasi Khusus (DAK) Terhadap Pertumbuhan Ekonomi Daerah Dengan Belanja Daerah Sebagai Variabel Moderating Pada 29 Kabupaten Dan 9 Kota Di Jawa Timur. Pengumpulan data dilakukan dari dokumen berupa Laporan Keuangan Anggaran Belanja Daerah Propinsi Jawa Timur. Dari total populasi 38 Kabupaten dan Kota di Jawa Timur, tidak ada yang dikeluarkan dari sampel, sehingga jumlah sampel 38 kabupaten dan kota selama periode pengamatan dan kemudian diuji dengan analisis regresi berganda dan menggunakan variabel kontrol (moderating).
Hasil penelitian menunjukkan bahwa PendapatanAsli Daerah (PAD) dan Dana AlokasiKhusus (DAK) berpengaruhpositifdansignifikanterhadap Pertumbuhan Ekonomi Daerah (PDRB) pada Kabupaten/Kota di JawaTimur. sedangkan Dana Alokasi Umum (DAU) berpengaruh negative dan signifikan terhadap Pertumbuhan Ekonomi Daerah (PDRB) pada Kabupaten/Kota di Jawa Timur. Pendapatan Asli Daerah (PAD) mempunyai pengaruh positif terhadap Pertumbuhan Ekonomi Daerah dengan moderasi Belanja Daerah.sedangkan Dana Alokasi Umum (DAU), dan Dana Alokasi Khusus (DAK) tidak berpengaruh signifikan terhadap Pertumbuhan Ekonomi Daerah (PDRB) di moderasi dengan Belanja Daerah Di propinsi Jawa Timur
